Securities, also referred to as bonds or sureties, are funds provided to the County by developers and builders to cover the cost of public improvements associated with development projects should the builder fail to complete the required improvements.
The County requires residential and commercial developers to provide securities to ensure completion of certain public improvements within residential and commercial development projects in accordance with approved development plans, current County standards and specifications, and the
Developer Security Policy.
Securities must be posted with the Securities Division prior to issuance of a building permit or the beginning of construction of a development project. Securities may be posted using cash, certified checks, letters of credit or surety bonds.
Developer Securities Forms and Fees
Developer Securities are required for the construction of development projects, including subdivision construction plans and site plans. Cost estimates are provided by the contractor’s engineer during the plan review process and are reviewed by the County.
Developer E&S Performance Guarantee - The standard performance guarantee to be used by applicants for Securities pertaining to Erosion and Sediment Control (E&S). This form must be completed for all development projects that require an E&S Control Security to be posted and approved by the County prior to issuance of a grading permit.
Developer Security Performance Agreement - The standard performance agreement to be used by applicants for Securities for Development Projects. This form must be completed for all development projects that require a Security to be posted and approved by the County prior to issuance of a grading permit.
Developer Security Action Request Form - To request a Security reduction, Security release, performance agreement extension or project inspection.
Developer Fees
Residential Building Lot Securities Forms and Fees
Building Lot Securities are required for the construction of single family detached or single family attached dwellings and townhomes to ensure completion of the yard and compliance with County Erosion and Sediment control requirements.
E&S Lot Performance Guarantee
E&S Lot Performance Guarantee - The standard performance guarantee to be used by applicants for single family or townhome new construction. The form must be completed for all building lots that require a Security to be posted and approved by the County prior to issuance of a building permit.
