Stafford's FY2020 Proposed Budget Process


The Board of Supervisors and County staff have invested a considerable amount of time over the last year in careful and deliberate planning, resulting in the adoption of Stafford’s first-ever Strategic Plan and a 2040 Vision. These deliberate steps informed the Fiscal Year 2020 Proposed Budget, which County Administrator Tom Foley presented on March 5, 2019, at the Board of Supervisors meeting.

Community input is crucial to the budget process and the eventual adoption of Stafford County’s annual budget. To get involved, please review the budget calendar, provided below, which provides multiple opportunities for citizens and others to address the Board on the items in the proposed budget. Specifically, individuals may speak during the public comment period at both sessions at meetings of the Board of Supervisors on March 19, April 2, April 9 and April 16. There is also an opportunity for comment during public hearings.

How do you speak? Instructions for speaking are found on Stafford’s website at There will also be several work sessions by the Board and one joint session with the School Board. Those meetings are open to the public but there will be no public comment. 

The Budget Calendar is listed below. Again, all meetings are open to the public. Meetings with an asterisk have the opportunity for public comment.

March 19, 2019 – Budget Work Session: General Fund revenue and expenditure, noon, Conference Room ABC.

March 19, 2019 – Joint Budget Work Session with School Board presenting their Approved Budget to the Board of Supervisors, 5:00 p.m., Conference Room ABC.

March 26, 2019 - Budget Work Session on Debt, Financial Policy Limitations (debt capacity) CIP, 2:00 p.m., Conference Room ABC.

April 2, 2019 – Budget Work Session – Transportation and Market Pay Study Implementation, 5:00 p.m., Conference Room ABC.

April 2, 2019 – Budget, tax rate and CIP public hearings, 7:00 p.m. Board Chambers.* (Citizens may also speak at 3:00 p.m. meeting)

April 9, 2019 – Budget Work Session, 3:00 p.m., Conference Room ABC.

April 16, 2019 –Adopt the FY2020 Budget, CIP, CY2019 Tax Rates, 7:00 p.m., Board Chambers.* (Citizens may also speak at the 3:00 p.m. meeting.)
