Nonprofit Sustainability Grant Program
Stafford County has established a grant funding process to support nonprofit organizations serving Stafford residents, whose primary work currently supports social safety net services to vulnerable populations. Social safety net nonprofit organizations are a critical part of our region’s health and human services system, working closely with our local government to serve the most vulnerable individuals and to build stronger, more equitable communities. These grant will be funded by the federal Coronavirus Aid, Relief and Economic Security (CARES) Act and administered by Stafford County.
Grant amounts are up to $25,000; up to $50,000 and up to $75,000 based on the size and demonstrated needs of each organization. Grants can be utilized for project expenses related to COVID-19 response, or organizational capacity in response to COVID-19. Funding is intended to ensure the sustainability and maintenance of the organizational capacity of the nonprofit organization as well as aid those currently being served through the non-profit.
A social safety net organization is one which provides services to Stafford residents in one or more of the seven categories listed on the application and is focused on primarily serving people from communities who are more vulnerable to self-sufficiency problems, including people with limited income; immigrants and refugees; people with disabilities; and, people who are historically subject to disparate access to opportunities. Designated 501(c)3 or 501(c)19 organizations may apply for funding; certification and acceptance of grants funds will be required. Funds will not be available to those who have already received federal relief for the same purpose.
Completion of the grant will be through E-Cimpact, an online portal. The grant application will be available on the portal beginning July 24, 2020, at 4:00 p.m. All applications must be submitted by August 7, 2020, by 4:30 p.m. No late applications will be accepted.
This application period is short due to the federal requirement that all CARES funding be spent by December 31, 2020. All funds dispersed through this funding process will need to be spent by November 15, 2020, or returned to the County. Agencies will be required to demonstrate that grant funds were utilized for eligible expenses.
Funds received from the County in response to this application for sustainability grant will only be used to cover costs that:
- Are reasonable and necessary expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19); and
- Were incurred during the period that begins on March 1, 2020, and ends December 1, 2020; and
- Are in accordance with all applicable state, local, and federal laws.
